Fallout 4 will have no hard ending, and will allow the player to continue exploration well after the finale.
Fallout 3 and Fallout: New Vegas feel short at the end. They built the player up to a huge finale, and then stopped their journey short. The most endearing thing about Bethesda titles is their vast open worlds, and plethora of side quests and interesting NPC’s. However, Fallout 3 and Fallout: New Vegas didn’t let you experience any of this after you complete the finale. Instead, the player had to load a previous save, go off and play them all, then return and finish the game again.
But, Bethesda have answered our prayers and stated that there will be no level cap, and uncapped exploration after the final mission in Fallout 4. They tweeted this on their official Twitter page:
To our fans who’ve asked: Fallout 4 doesn’t end when the main story is over and there is no level cap. You can keep playing and leveling.

The lack of level cap is a double edged sword. There will be a sudo-level cap, In that after completing every side mission and ‘dungeon’ the only way to level would be killing random mobs. But, if there is no limit to how strong you can get, there is the issue of balancing and how well enemies will scale alongside you.
However, Bethesda are very capable game developers, and I’m sure they will find a way to scale properly in Fallout 4.
